According to NCB, the gangster Bhagwanpuria was repeatedly using mobile phones to carry out criminal activities from within the high security jails of Punjab. The PIT-NDPS Act of 1988 has a provision to detain persons related to the illegal trade of drugs and mental substances for one or two years in any way. Earlier, criminals like Balwinder Singh alias Billa Havilion, Akshay Chhabra and Jaspal Singh alias Goldie have also been sent to Assam.

Balwinder Singh alias Billa has been an active criminal since 1992. He has deep relations with the cross -border cross -smuggling network operated from Pakistan. He was detained on August 12, 2024 under the PIT-NDPS Act at Dibrugarh Central Jail (Assam). This was done with the aim of separating his prison -based criminal network and destroying the organized crime conducted by him.
